The article reports on proposed measures that would impose minimum charity care requirements and billing and collection standards on most hospitals through the state of Illinois. The Tax-Exempt Hospital Responsibility Act and the Hospital Fair Billing and Collection Practices Act were proposed by Illinois Attorney General Lisa Madigan.
