Charlotte, N.C., Wins Chance to Build NASCAR Hall of Fame

The article reports that officials of the National Association of Stock Car Auto Racing Inc. (NASCAR) has chosen the city of Charlotte in North Carolina as the site to build a NASCAR Hall of Fame. The Charlotte City Council has approved a deal with NASCAR to construct the hall for a total cost of $154.5 million, to be financed in large part with debt. The financing package consists of $127 million in certificates of participation to be issued by a nonprofit entity created by the city.
