ABSTRACT
The article reports that a disagreement over whether states have implemented terms of 1998 Master Settlement Agreement with tobacco manufacturers could cut as much as $1.1 billion to $4.9 billion a payment to states that is due on April 15, 2006 in the United States. Brattle Group, which was retained under a deal between the 46 attorney generals and major tobacco firms, is expected to deliver a determine in the dispute emerging from market share losses that tobacco manufacturers claim were due to limitations imposed by the Agreement.
