The article reports on crucial decisions facing the Gulf Coast about debt restructuring, tax assessment and collection before it can start meaningful recovery from the devastation caused by hurricanes Katrina and Rita in 2005 according to a report from Standard & Poor's Corp. Decisions will also be made on how to rebuild infrastructure.
