The article reports that U.S. consumers, purchasers and insurers have become vocal about the need for information that improves their capacity to evaluate the quality of health care. In response, the National Quality Forum (NQF)was established to improve the quality of health care by standardizing quality of care performance measures and reporting mechanisms. In contrast, a number of major health care insurers have begun to independently develop and deploy quality measure set outside the NQF process.
