ABSTRACT
The article discusses urban planning of New Orleans, Louisiana after its experience with hurricane Katrina. The urban planning committee suggests creation of a new public agency called Crescent City Recovery Corporation, moratorium on building permits in heavily damaged areas, and pursuit of neighborhood planning. The committee also endorsed better connections within the city and to the airport with the development, financing and funding of an enhanced rapid transit system. In flood protection area, the committee recommends the design of a regional system that will protect New Orleans from a Category Five hurricane, the creation of a single levee district, repair of breaches, installation of temporary flood gates, relocation of pumps from within the city to Lake Pontchartrain, and closure of the Mississippi River Gulf Outlet.
