ABSTRACT
The article reports on Mittal Steel NV's $22 billion hostile takeover offer for Arcelor SA. According to Mittal Steel chairman Lakshmi N. Mittal, the offer provides an attractive premium and has been structured so that Arcelor shareholders have the opportunity to participate in the growth potential of the combined company. The offer was quickly rejected by Arcelor's board of directors and criticized by CEO Guy M. Dolle.
