ABSTRACT
The article discusses Hamas' victory in the 2006 Palestinian election. Hamas represents religious nationalism and has encouraged suicide bombings. Russian President Vladimir Putin, in charge of negotiations with Hamas' political regime, has stated that the Russian Foreign Ministry has never regarded Hamas as a terrorist organization.
