ABSTRACT
The article reports on the ballot measure asking voters to increase income taxes on high earners to financially assist a preschool program in California. Led by actor-direct Rob Reiner, the measure would increase the state's top marginal state income tax rate by 1.7 percent. It would use the money from the income tax hike to fund the preschool program.
