ABSTRACT
The article reports on common contracting for weapon purchase for the Immigration and Customs Enforcement (ICE) in the Homeland Security Department of the United States. Thomas Trotto, director of the national firearms and tactical training unit for Immigration and Customs Enforcement led eight pistol experts and procurement representatives in a debate over grips, weights, types of finish and 50 other pistol characteristics. After reaching the consensus the pistol contract was awarded by ICE to a company. It became difficult to meet the demand of other Homeland Security Agencies that want to buy pistols through ICEs contract.
