The article reports that West Virginia Parkways, Economic Development, and Tourism Authority has began to roll back turnpike toll increases that it imposed in January 2006 after Kanawha County Judge Irene C. Berger ruled that the hikes were illegal. Berger stated that the authority violated state law by not indicating the purpose of a December 2005 meeting during which its board authorized the toll increases.
