ABSTRACT
The article reports on the rating given to Moody's Investors Service Inc. based on the Series 1987 housing development revenue bonds issued by the Boaz Elderly Housing Corp. in Alabama. The rating was lowered to A3 from A2 and it affected over three million dollar in bonds. According to Moody's management that one of the reasons for downgrading was because of the previously used funds that were not replaced.
