N.J.'s Corzine Creates Special Counsel Post, Appoints New Chairman of SCC

Because of the weak management and questionable spending of the agency, SCC management and practices were stopped last year. Corzine stated that he would like to take steps to improve the state's school construction process. Appointed SCC chairman Barry Zubrow said that there is still more work to be done to make sure that the projects are under total control.
