ABSTRACT
The article reports on the call of the New York City of the state to enhance the bond cap on its Transitional Finance Authority (TFA). The move is intended to sell half of the 23.8 billion dollar of general obligation. It is also results in the reduction of the city's borrowing cost. Originally, the TFA is authorize to issue to issue as much as 7.5 billion dollar of bonds and notes backed by the city's income and sales tax.
