"In" versus "With" the Community: Using a Community Approach to Public Library Services

The article focuses on Working Together: Library—Community Connections, a project initiated by the Vancouver Public Library to develop methods for libraries to work with low-income communities through a community development approach. This approach recognizes and acknowledges the conditions that define the lives of socially excluded groups and individuals. The project was funded by Human Resources Development Canada to explore ways to overcome systemic barriers to library use by the socially excluded.
