ABSTRACT
The article reports on the constant discussion by municipal bond market participants about the components of an essential government function for purposes of tax-exempt bond issuance in the U.S. This is the result of a brief letter sent by Treasury Department acting deputy assistant secretary for tax policy, Eric Solomon, about tribal bonds issues.
