The article reports on a request made by the Cellular Telecommunications and Internet Association (CTIA) to the U.S. Federal Communications Commission to focus on reforming the intercarrier-compensation system instead of abolishing the phantom traffic. Paul Garnett, assistant vice president of regulatory affairs of CTIA, remarks on the phantom traffic remedy. A coalition of rural wireline carriers announced their goals for intercarrier-compensation reform.
