ABSTRACT
In Sparks, Nevada, development handbooks are taking the place of traditional zoning. Tucked away in the northern part of Sparks, Nevada, is a project that owes its life to a handbook, called a planned development standards handbook. With the handbook, approved by the city in April, the Kiley Ranch North Planned Development is proceeding. For both developers and the city, the handbooks are a win-win device. At Kiley Ranch North, the city will gain a smart growth project with higher-than-usual densities, a regional trail system, and hundreds of high-paying jobs that will reduce vehicle miles traveled throughout the region.
