Reports on the State Bar's implementation of a 1992 bill prohibiting the renewal of any professional licence, including a bar licence, for anyone without a social security number in California. Impact of the bill's implementation on lawyers in the state; Consul general Martin Uden's suggestion that British lawyers could direct clients to other parts of the U.S. where there were no restrictions on them practicing, such as New York.
