ABSTRACT
The article presents a discussion on ombudsmen. Ombudsmen are people employed by municipal, county, and state governments to help citizens navigate their way through the land-use regulatory process. They happen to be called people's counsels. In the U.S., the first public-sector ombudsman's office was established in Hawaii in 1967. Since then a number of state and local governments have followed suit. Today, ombudsmen positions may be created by law or appointment by a governor, mayor, or other executive. An effective ombudsman program can reap dividends for an agency as well as for the public. Martin Klauber, a land-use lawyer for Montgomery County, Maryland, is one of a growing number of ombudsmen. His first success involved a disputed high-rise condominium development proposed by a suburban preparatory school. In this case, he brought together representatives of the preparatory school and the homeowners association of an adjacent townhouse development to iron out concerns about the school's proposal to build a high-rise condominium.
