Tough Love in Buffalo

The article discusses the plan of Buffalo, New York, to turn itself into an attractive place. The common council of Buffalo is reviewing a new comprehensive plan, The Queen City in the 21st Century. The plan--the first in more than three decades--offers a 20-plus-year ambitious vision for the city. Its mantra is simple: fix the basics and build on the assets. The Queen City in the 21st Century plan grouped the city's 54 neighborhoods in 11 geographically defined planning communities. Each planning community is charged with creating a plan, which will eventually become part of the comprehensive plan. Planners hope eventually to make Buffalo into a healthy, attractive, and stable city, with about half the population of its peak years. One of Buffalo's most visible challenges is to come up with a solution for its some 5,000 abandoned buildings--particularly houses. Although modest residences and once-grand mansions alike can be picked up for a song--some for less than $10,000--there is simply no one to buy them.
