The article features George Soros and his Quantum Fund. Soros is a self-appointed statesman who loves to discuss events in Balkan states. He believes that the collapse of communism resulted to a breakdown in world order. In 1994, his foundations around the world gave away $300 million, which is more than what Portugal, New Zealand and Ireland shelled out. He is expected to spend the same amount of money in 1995 and some of his high profile projects include a water purification plant in Sarajevo, Bosnia and Hercegovina and a $500 stipend given to each of the 30,000 Russian scientists. His Quantum Fund exhibited 3.9% returns in 1994 and lost 6.2% in June 1995.
