Focuses on the plan proposed by U.S. Senator Arthur Vandenberg regarding international relations. Suggestion of an immediate and firm alliance among the U.S., Great Britain, France, Russia and China for the permanent demilitarization and control of Germany and Japan; Desire of Vandenberg that the Allies of the U.S. should agree that boundary decisions and political arrangements now being made shall be recognized as temporary and subject to reconsideration after the end of World War II.
