ABSTRACT
This article reports that a task force appointed by Atlanta Mayor Shirley Franklin in early May 2005 recommended that the city approve construction of a six-story, 800-car parking deck within Piedmont Park. Franklin formed the task force in response to opposition to the structure. Yard signs, petitions, and newspaper editorials had disparaged the notion of a concrete parking deck inside the city's most popular green space. The city council is expected to vote on the matter sometime in the months ahead. The proposed deck is just one segment of the North Woods Expansion Plan, a strategy to reclaim 50 acres of undeveloped land bordering Piedmont Park. The $40 to $50 million project would expand park space by 40 percent. The area is currently overgrown and its creek is polluted with refuse and wastewater runoff. The parking deck is the only controversial section of the expansion plan. As proposed, the deck would be built into a hillside that backs up to the botanical garden, with three of its six stories underground. Landscaping with trees and vines would further obscure the structure from view.
