ABSTRACT
Though encumbered by significant amounts of debt towards the end of 19th century, the Ottoman State did not say "no" to railways, and did not abstain from making investments in this area in spite of all the difficulties. The importance attached to the railways gradually increased for the first 15-20 years of the Republic, but a change in this policy was made following the World War IL The policy in question -in fact, lack of a policy- has been maintained up to date with an increasing rate against the railways. When the transportation policies of Turkey are examined with a general perspective, it is seen that a great effort has been made for ensuring the "monopoly" status of the highway transportation. It seems that there is an emphasis on highways in the interests of the capitalists in the worldwide and Turkish automotive sector, the international oil monopolies, the local and foreign big construction companies, and other organizations.
