The article cites a court case in which the U.S. Supreme Court held that a party couldn't collect damages and attorney's fees after successfully challenging a denied permit to locate personal communications facilities. In 1989, the city of Rancho Palos Verdes Peninsula, California issued a resident Mark Abrams a permit for a 52.5-foot-tall amateur radio antenna for his personal use. The city later discovered that Abram had been using his antennas commercially, which requires a conditional use permit.
