ABSTRACT
This article reports that another U.S. senator is trying to block a confirmation vote for Stephen Johnson to head the U.S. Environmental Protection Agency (EPA). On April 14, 2005 Tom Carper, Democrat senator from Delaware, placed a hold on Johnson's nomination, meaning it can't be brought to the U.S. Senate floor without a prolonged debate. Carper's action marked the second time since Johnson's April 6 confirmation hearing before the Senate Environment Committee that a hold has been placed on his nomination.
