ABSTRACT
This article presents information on activities taking place related to bonds and securities in the United States. Standard and Poor's raised Walnut Creek Elementary School District's $6.77 million of outstanding general obligation debt to AA from AA-minus. The upgrade reflects the district's strong financial performance, growing tax base, and healthy reserves. A bill that would have extended Seattle's monorail car tax to new vehicles died this week in the House Transportation Committee. Governor Dirk Kempthorne's proposal to issue $1.6 billion of grant anticipation revenue vehicles is already halfway through the Legislature, after the full Senate approved the measure and sent it on the House.
