Reports on the plan of the Service Employees International Union Local 3 to file petitions in an effort to force a countrywide referendum to approve the sale of bonds which the Wayne County Airport Authority said it is on schedule to issue next month in Wayne County, Michigan. Authorization of the sale of bonds by the airport authority board in a notice of intent; Expectation of the authority to include only the cargo facility for Northwest Airlines Inc. in the upcoming issue; Requirement for the secretary of the authority board to review the petitions under the state statute allowing the petitions.
