ABSTRACT
This article focuses on personnel changes at the California Department of Transportation. Richard D. Land, a 27-year Caltrans veteran from the structural division, joins Will Kempton, the Caltrans director appointed by Governor Arnold Schwarzenegger last November and Randell Iwasaki, his deputy director.
