The article reports that Miami-Dade County commissioners have set the stage for the eventual sale of $4.1 billion of bonds and commercial paper. Commissioners also approved an ordinance authorizing the sale of up to $500 million of transit system sales surtax revenue bonds that will be sold in concert with the People's Transportation Plan, or PTP. Commissioners are required to approve debt sold by the Miami- Dade's public hospital system, which is an enterprise fund of the county that is overseen by the Public Health Trust board.
