ABSTRACT
The article focuses on a city planning project called the Queen City Hub, a regional action plan for downtown Buffalo, New York City. The plan represents a renewal of effective public participation stakeholder involvement, and systematic monitoring and accountability. For these achievements and many others American Planning Association has bestowed the 2005 Outstanding Planning Award for the plan on the Queen City Hub. The plan seeks to implement broad city-making principles developed by citizen and stakeholder working groups, including the promotion of energy conservation and green design for economic sustainability.
