ABSTRACT
The article reports that a major change to domain transfer policies by global overseer Internet Corporation for Assigned Names and Numbers (ICANN) will now allow transfer of domains to a new party if the current registrar for the domain doesn't respond within five days of notification. The new rule is targeted mainly at outlaw registrars who hold expired or desirable names for ransom then play deaf and dumb when the owner demands the domains back. It should also resolve the problem of domain registrars that make it practically impossible to transfer a domain name to another registrar.
