ABSTRACT
The article informs that Standard & Poor's yesterday upgraded HealthEast Inc. to BB-plus from BB, one step below investment grade. The upgrade impacts $123 million of debt sold in 1997 and 1993 through the St. Paul Housing and Redevelopment Authority, $16 million of 1994 bonds sold by the South St. Paul Housing and Redevelopment Authority, $48 million of 1998 bonds sold by the Washington County Housing and Redevelopment Authority, and $12 million sold by the city of Maplewood in 1996. With HealthEast considering new debt issuance and the refinancing of some existing debt for savings, analysts said continued improvements would result in further upgrades.
