The article focuses on issues related to energy conservation in the United States. It isn't that the United States hasn't made progress in energy conservation. From the mid-1970s, when energy prices soared, to the mid-1980s, when they collapsed, energy use per dollar of real GNP declined by 7 percent. According to the U.S. Department of Energy Secretary James Watkins, even with this downtrend in energy use, plenty of room for improvement still exists.
