This article reports that Delaware Governor Ruth Ann Minner highlighted her plans to streamline state government, reform the workers' compensation system, improve a communications system used by emergency responders, and increase salaries for correctional officers, in her annual state of the state address. Minner has proposed consolidating the Office of State Personnel and a large portion of the Department of Administrative Services with the Office of the Budget to form a new Office of Management and Budget. Under the plan, a portion of the Department of Administrative Services would be placed under the Department of State.
