This article reports that a banker charged in connection with Philadelphia's pay-to-play investigation testified he did not lie to investigators, allow a former city treasurer to use his condominium in an attempt to get business, or receive any special benefits from his friendship with a powerful local bond attorney. Denis Carlson, the former head of municipal underwriting at Janney Montgomery Scott Inc., said he spoke willingly to the U.S. Federal Bureau of Investigation and without an attorney on both occasions. However, Carlson said he was not sure if he knew at the time that he could have an attorney present on both occasions.
