Association between the proposed regulatory change and the proposal by U.S. President George W. Bush to open federal funds more widely to religious organizations that provide social services; Belief by Matt Coles of the American Civil Liberties Union that the proposed regulatory change would result to federally funded discrimination in the country; Statement by White House spokesman Dan Bartlett that religious groups do not need overt protections in order to bypass gay-rights hiring laws.
