The $75 million competitive sale will not carry insurance. The Washington Suburban Sanitary Commission has an upcoming newmoney bond sale planned for mid-February, according to acting deputy general manager Thomas Traber. Last week Fitch Ratings Inc. upgraded Cranston's underlying general obligation rating to BBB-minus from BB, citing continued improvements in the city's financial position.
