ABSTRACT
This article reports that a 2004 Great Britain-wide research by the Small Firms Enterprise Development Initiative has confirmed the on-going need for objective diagnostic tools by those in workforce development and business support. A sponsor is being sought to take such a tool to this extensive market. The tool is authored by Ro Pengelly of Calemcal Ltd. and the Exwin Collection. It has two versions, with the printed version being an extension of the online version. It was developed initially as a training aid for her staff in a commercial software services company as they designed control systems for clients in many different sectors. Employers and staff from many organisations confirm that the tool provides an effective way for them to determine weak aspects of their work, where improvements could reduce risks or wasted resource and where they may feel that outside development services could prove beneficial. The tool's success is its emphasis on practical control procedures rather than management philosophies. It provides checklists for strategic management and forward planning, checklists for supervisors and also for operational tasks. On the basis of payment of a one-off licence fee, a sponsor could host the tool's on-line version on its web site and make appropriate distribution of either or both versions of the tool.
