The article reports that the Delaware state has planned to sell US$125 million of general obligation bonds, starting with a retail offering followed by the competitive bidding for the balance of the sale. Though the state has planned a new-money issue, bond finance director Stephanie Scola said that officials will continue to look at refunding options until the sale date.
