ABSTRACT
The article reports that Connecticut Governor M. Jodi Rell promised tough decisions to come in a brief state of the state address. She is scheduled to present her fiscal 2006 budget to lawmakers on February 9, 2005. She said that the state budget for the next fiscal year, which begins on July 1, 2005, exceeds the state's constitutional spending capital by $800 million and has a projected gap of $1.3 billion. The current budget contains some one-shot revenue sources that will not be available in 2006.
