The article informs that a blue-ribbon panel charged with identifying a dedicated funding source for the national capital region's public transit system yesterday recommended that the state and local governments served by the system implement a regional sales tax of at least 0.25% in order to cover an expected $2.4 billion funding shortfall between fiscal 2008 and fiscal 2015. If state and local officials fail to agree on a sales tax, the panel recommended a payroll tax or special real property assessment based on accessibility to mass transit. The panel also called on the federal government to increase its funding for the system.
