The article discusses how to strategically plan library facilities. The author states that planning a renovation or a brand new library can be a long yet exciting road. Those overcrowded shelves, which are perhaps a reflection of restrained collection-culling practices or incredibly successful collection budget defenses, might be the evidence needed to start planning facility changes. Overcrowding could be the result of a library's ability to "accommodate" in order to defer the high costs of renovations or new buildings. However, there comes a point when fire codes may be compromised, people are finding it difficult to get through stacks, or services are inconveniently reassigned to spaces that have no relation to adjacent areas.
