2004 Ballot Initiatives: A Mixed Bag

The article focuses on the response by the people in California regarding various aspects related to community development. Election Day 2004 was good for road-building and energy conservation, and mixed for mass transit, environmental protection, and smart growth. Voters turned conservative on a pair of ballot measures. They approved a takings measure that requires government compensation of landowners whose development rights are infringed by environmental or zoning regulations. Results of the polls in other states in the U.S., in response to different issues are also mentioned in the article.
