ABSTRACT
This article focuses on recent developments related to financial activity in Western states of the U.S. In California, the man who led the campaign to pass a $3 billion bond authorization for stem-cell research, Robert Klein, will lead the government board that oversees the effort. Klein will get the job on December 17, 2004, at the first meeting of the Independent Citizens Oversight Committee. The article further reports that Standard & Poor's Corp. raised Millbrae Redevelopment Agency's $4.8 million of tax allocation bonds to BBB from BBB-minus in the third week of December 2004. The outlook is stable. The upgrade comes ahead of a $7.7 million tax increment bond scale scheduled for January 10, 2005.
