Reports on the delay in the construction of a bone-marrow transplant center in southern California due to the nonprofit health care corporation, City of Hope's plan to use Duarte, California as a conduit for tax-free certificates of participation (COP) to build a replacement hospital and eliminate its outstanding debt. Termination of the City of Hope's royalties from drug patents, government funding and fund-raising.
