ABSTRACT
The article reports on the President George W. Bush's decision to reappoint transportation secretary Norman Y. Mineta and house and urban development secretary Alphonso Jackson. A former Mayor of San Jose, California and a U.S. Congressman from 1975 through 1995, Mineta helped sell to Congress the President's proposal to allow private companies to use up to $15 billion of tax-exempt private-activity bonds to finance the construction of highway and intermodal freight projects. As head of HUD, Jackson oversees the Section 8 rental housing voucher program, which provides federal subsidies to help poor, elderly and disabled people to rent housing.
