ABSTRACT
The article focuses on the Illinois State Toll Highway Authority's decision to select Lehman Brothers Inc. to manage $5.3 billion overhaul of the state's toll roads. The authority also selected new legal advisers and made an addition to its financial advisory team. Perkins Coie LLP will serve as bond counsel with Burke, Burns & Pinelli, Ltd. serving as co-bond counsel. Lehman vied for the role of book-runner with three other firms that had been pre-qualified as senior managers, including Citigroup Global Markets Inc., J.P. Morgan Securities Inc. and UBS Financial Services Inc.
