ABSTRACT
The article focuses on Milwaukee County Executive Scott Walker who will ask a board committee to endorse the creation of a special panel to evaluate underwriters' proposals on future bond deals as recommended by a group appointed to review how the county picks its underwriters. Walker convened the panel led by former state Supreme Court Justice Janine Geske, last summer after a controversy arose over the county's selection of Bear Stearns & Co. Inc. on a $100 million refunding deal in 2003. The county initially, when pressed by a local newspaper, could not provide documentation of the selection process, including scorecards kept by the six-member panel of county officials charged with reviewing the proposals from underwriters.
